From 31 December 2024, significant updates to drivers’ hours and tachograph requirements will come into effect for international journeys between the UK and EU. If you operate heavy goods vehicles (HGVs) or public service vehicles (PSVs), it’s crucial to understand how these changes may impact your business operations.
Clarification from the DfT and DVSA
The Department for Transport (DfT) and Driver and Vehicle Standards Agency (DVSA) have provided detailed guidance to ensure UK operators are prepared. These adjustments align the UK’s rules with international obligations without affecting vehicles solely operating within the UK.
What’s Changing for HGV Operators?
Drivers of HGVs over 3.5 tonnes on international routes will now need to maintain and produce records for 56 days — double the current requirement of 28 days. This includes digital tachograph data, analogue charts, and manual logs.
AETR Rules: Key Considerations
For HGV journeys falling under the AETR (European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport), several UK/EU-specific rules will not apply, including:
- Returning to base or the driver’s residence.
- Interrupting weekly rest periods.
- Handling unforeseen events when returning to an operational centre or home.
- Accommodation during weekly rest.
- 56-day record-keeping requirements.
Updates for PSV Operators
PSVs with over 10 seats making international journeys between the UK and EU must comply with AETR drivers’ hours and tachograph regulations.
For domestic journeys within the UK, PSVs should continue operating under the existing UK drivers’ hours rules (EC Drivers’ Hours rules).
Tachograph Fitment Deadline
The tachograph fitment rules remain unchanged under Regulation (EU) 165/2014, as adopted by the UK. However, by 31 December 2024, all PSVs and HGVs used for international journeys must be equipped with smart tachograph 2 devices.
